PayPal Shipping Rules:

PayPal does not allow items to be shipped 1st Class Mail, or Even Registered Mail, to destinations outside the United States.

Currently, PayPal only allows items to be shipped:

By Priority Mail - If total value (including shipping cost) is under $250

By Express Mail International If total value (including shipping cost) exceeds $250

This is due to PayPal's new Buyer and Seller Protection Policies

If you submit payment through an alternate method, then item can be shipped via 1st Class Mail or Registered Mail.

Note - 1st Class/Registered packages can NOT be Insured! They are also NOT covered by PayPal's Buyer Protection Policies, so there is an element of risk.  Cost for 1st Class shipping includes $1.50 for a Certificate of Mailing (see explanation, below).

Occasional shipping delays (up to 6 weeks!) have been experienced when shipping to the following countries:

United Kingdom, Canada, France, Spain

Usually, the problem is that the package is being held in your local Customs Office for pickup. Contact them, with the Customs Form Number I provide you, for status of your package.

If you have not received your package within 30 days of notification that your item has shipped, and your local Customs Office does not have it, then you should file a claim with PayPal.

What is a Certificate of Mailing?

A Certificate of Mailing is issued by the United States Postal Service. It is proof that a package was mailed from me to you on a certain date.  It does not provide any tracking information beyond proof that the package was mailed

Items sold in the Collectibles category are shipped with a Customs Declaration which includes the statement "Collector's Item - for Historical Display - Harmonized Tariff Code 970500".  If the item is a true antique (over 100 years old) or a coin, stamp or work of art, then we may list a more appropriate Tariff Code. But we always list a Tariff Code whenever appropriate, as it may save you money on customs duties.
